The issue of Human Resource Development (HRD) is one of the most crucial ones for delivery of health service delivery approaches. The reality is that lack of attention to HR systems in Ministries of Health (MOH) frequently results in unsuccessful implementation of newly designed health system delivery systems. Key to this is lack of a common understanding of the essential elements of HRD systems and the splintering of these essential elements so that this results in a Lack of HR Systems Approach. Additionally there is a tendency for MOHs to “go it alone” without realistically engaging other relevant ministries and sectors.
There are a number of issues related to this that I will explore in subsequent blogs some of which are:
- The changing approaches to HRD and their implications
- The disjoint between the theory and the reality on the ground in MOHs
- The fact that HR planning has been controlled by health planners and clinicians without any connection to HR systems
- The fact that in line with ignoring history, approaches that work are discounted but approaches that do not work continue to be perpetuated
- The fact that inclusion of HR in post-graduate health training is missing.
